Kay Palacios delivered the keynote address at the 10th Anniversary of New Jersey Conference on Dominican Affairs held on Sunday, February 21, 2010 at Rutgers School of Law in Newark, NJ.  Palacios made history as one of the first two Dominicans ever elected to office in the United States of America.  She was elected Councilwoman in Englewood Cliffs, NJ on November 4, 1991.
